What is a Vessel Safety Check?
A Vessel Safety Check (VSC), f.k.a. a Courtesy Marine Examination (CME), is a free service provided to owners or operators of privately owned recreational boats; certain federal, state, and local government owned boats, and certain other boats, which do not come under the provisions of the Coast Guard inspection and certification program. Only specially qualified Vessel Examiners in the Auxiliary or VSC partner organizations (e.g. Power Squadrons and several state agencies) may conduct Vessel Safety Checks.
In 2001, the Coast Guard Auxiliary performed approximately 114,000 vessel safety checks with over 71% passing. A vessel safety check will be conducted only with the consent of, and in the presence of, the owner or operator of a vessel. It is made solely as a helpful service to the boating public. If a boat does not pass a VSC, no violation report is made to the Coast Guard or to any law enforcement agency.
The intent of the VSC Program is to provide a checkpoint at which the public can request an examination of safety related items required by federal and state law to be carried on board their vessel. In addition the Coast Guard Auxiliary recommends certain additional safety items. The Vessel Safety Check actively promotes boating safety by using trained Auxiliary and other aforementioned “partner” volunteers to educate the boater through a direct, face-to-face boating safety information exchange with the owner or operator, and providing instruction on equipment to be carried on board and other matters affecting safety. Federal and local equipment regulations and Auxiliary VSC requirements are explained as well as other matters of interest.
